Carnival Tightens Cruise Policies with Stricter Guest Behavior Rules Following Past Incidents

Carnival Cruise Line has announced stricter guest conduct rules following a series of unruly and violent incidents aboard its ships.

In response to these growing concerns, the company has begun issuing “Have Fun. Be Safe” letters in cabins across certain cruises, reminding passengers of the expectations for appropriate behavior.

The decision to tighten regulations comes after several viral confrontations onboard Carnival ships, including a particularly disturbing brawl in late April 2025, when chaos erupted as passengers disembarked from Carnival Jubilee in Galveston.

Video footage of the fight, which showed passengers shoving and throwing punches, quickly spread on social media. In total, 24 individuals were placed on Carnival’s “Do Not Sail” list as a result of their involvement.

In another incident aboard Carnival Paradise in June 2024, a late-night buffet escalated into a massive altercation. Carnival security intervened, and those involved were fined and banned from future cruises.

A more recent altercation aboard Carnival Sunrise saw chairs thrown during a nightclub brawl, further damaging the cruise line’s reputation.

Carnival is now taking a public and firm stance on these types of incidents, emphasizing that this behavior will not be tolerated.

The cruise line’s updated code of conduct states that guests who break the rules will face serious consequences, including fines, being disembarked at their own expense, and being banned from sailing with Carnival in the future.

Key Rules Being Enforced

Youth Curfew & Supervision

Carnival is emphasizing the importance of adhering to its youth curfew policy. Passengers aged 17 and under must be in their cabins or with an adult over 21 by 1 a.m.

In addition, Carnival is stressing the need for parents and guardians to supervise children at all times. Unsupervised children have been a growing concern, and the cruise line is making it clear that this will no longer be tolerated.

Personal Devices
