16-Year-Old Stepbrother Indicted as Adult in Cruise Ship Murder of Anna Kepner

A major update has been announced in one of the most disturbing cruise ship cases in recent memory.

Federal prosecutors have confirmed that the 16-year-old stepbrother of Anna Kepner will be tried as an adult in connection with her death aboard a Carnival Cruise Line ship.

Teen Charged as Adult in Federal Case

The U.S. Department of Justice announced that the teenager, identified only as T.H., has been indicted by a federal grand jury on serious charges tied to the case.

He now faces:

  • First-degree murder
  • Aggravated sexual abuse

While he was initially charged as a juvenile, the case was later transferred to adult court. This decision was made following legal review of the severity of the allegations, along with other factors such as psychological evaluations and case details.

If convicted, he could face life in prison.

What Happened on Carnival Horizon

The incident took place in early November 2025 aboard the Carnival Horizon, where 18-year-old Anna Kepner was traveling with family members, including her stepbrother.

According to federal authorities:

  • The events occurred between November 6 and 7, 2025
  • The ship was sailing in international waters en route to Miami
  • T.H. allegedly sexually assaulted and intentionally killed Kepner

The Miami-Dade Medical Examiner’s Office later determined her cause of death to be mechanical asphyxiation.

The case quickly drew national attention when Kepner was found deceased onboard during what was supposed to be a family vacation.

Case Moved to Adult Prosecution

The decision to charge T.H. as an adult came after a federal judge ordered the transfer. Prosecutors argued that the seriousness of the alleged crimes warranted adult-level charges and penalties.

In a statement, U.S. Attorney Jason A. Reding Quiñones for the Southern District of Florida said:

“Our hearts go out to the victim’s family during this unimaginable loss. A federal grand jury has returned an indictment charging serious offenses that allegedly occurred aboard a vessel in international waters.”

He also emphasized that the defendant is presumed innocent unless proven guilty in court.

What Happens Next

The case will now move forward in federal court, where prosecutors will present evidence tied to the allegations. Assistant U.S. Attorney Alejandra L. López is leading the prosecution.

Because the alleged crimes took place in international waters, federal authorities have jurisdiction over the case.
