The investigation into the death of 18-year-old Florida cheerleader Anna Kepner, who was found hidden under a bed aboard the Carnival Horizon, has taken another chilling turn as newly revealed surveillance footage sheds light on her final movements — while court documents and witness accounts continue to point toward her 16-year-old stepbrother as a primary suspect.
A Troubling Obsession Before the Cruise
Days after Anna’s death, disturbing allegations surfaced about her stepbrother’s behavior prior to the family’s six-day Caribbean sailing. According to Steven Westin, father of Anna’s ex-boyfriend, the teen boy had been “obsessed” with Anna and repeatedly crossed personal boundaries in the blended home.
Westin said his son once witnessed the stepbrother climb on top of Anna while she slept during a FaceTime call. Anna was reportedly afraid of him, believing he was infatuated with her and worried because he regularly carried a large knife. Westin said his son tried warning the family, but “they didn’t want to believe me.”

Surveillance Footage Shows Anna Returning to Cabin Alone
New reporting shows that the FBI has reviewed shipboard surveillance video, giving investigators a clearer picture of Anna’s final hours.
The night before she was found dead, Anna told her family she was not feeling well after dinner and returned to her cabin early. Cameras reportedly captured Anna walking alone through the vessel as she made her way back to the room she shared with her two younger siblings.
Inside the small cabin, the minors shared bunk beds while Anna slept in a separate bed. A short time after Anna arrived, the two younger children were also seen returning to the cabin.
Video footage then showed the youngest child wandering the ship, taking photos, before returning later and noticing Anna was not in the room — assuming she was elsewhere with other family members.
Anna was not reported missing until the next morning, when she failed to show up for breakfast.
Body Found Hidden Under Bed
After searching the ship, Anna’s father returned to the cabin — where the cleaning crew had just made a horrifying discovery. Anna’s body was reportedly found wrapped in a blanket, stuffed under the bed, and covered with life vests, according to documents filed by her stepmother, Shauntel Hudson.
The Miami-Dade Medical Examiner listed her time of death as 11:17 a.m. on November 7, though her cause and manner of death have not been released.

FBI Zeroes In on Stepbrother
Federal agents immediately boarded the Carnival Horizon when it returned to Miami and began interviewing passengers and crew. Court filings confirm that Anna’s 16-year-old stepbrother — identified only by his initials T.H. — is considered a suspect and is now staying with a relative as the investigation continues.
Investigators are reportedly examining whether an altercation occurred between Anna and her stepbrother, though they have not ruled out other possibilities, including a medical issue or overdose.
Family Turmoil and a Funeral in Disguise
The tragedy has ignited a custody battle and deepened long-standing tensions in Anna’s blended family. Anna’s biological mother, Heather Kepner, said she was barred from attending the funeral in Titusville and even considered entering in disguise — with a wig and platform shoes — so she could say goodbye.
Heather, who now lives in Oklahoma, also claimed she was not notified of her daughter’s death for several days.
Meanwhile, the stepbrother’s father, Thomas Hudson, filed emergency motions accusing his ex-wife, Shauntel, of placing their children in danger by allowing them to travel with Anna’s father and stepbrother. He said his son’s “future has been put in jeopardy,” citing the ongoing criminal investigation.
Shauntel has denied the allegations, acknowledging only that her stepson is a suspect and confirming he is receiving counseling.
A Promising Life Cut Short
Anna was a senior at Temple Christian School in Titusville and dreamed of joining the U.S. Navy before becoming a K-9 police officer. Loved for her upbeat personality and devotion to her siblings, she was known for her passion for cheerleading, dolphins, crafts, and diving — earning her PADI certification alongside her family.
Her obituary described her as a joyful, compassionate teen who “always tried to make everybody smile.”
A Complex Maritime Case
Former FBI agent Nicole Parker told Fox News Digital that cruise-ship deaths in international waters fall under “special maritime jurisdiction,” making them uniquely complex. Because the voyage departed from Miami and returned to a U.S. port, the FBI’s Miami division has full jurisdiction.
Carnival Cruise Line has said its focus remains on supporting the family and cooperating fully with investigators.
For now, the case remains open — and increasingly disturbing — as federal agents continue piecing together the final hours of an 18-year-old whose life was cut short at sea.
