FBI Investigating Death of 18-Year-Old Passenger on Carnival Cruise Ship
A federal investigation is underway after 18-year-old Anna Kepner was found dead aboard the Carnival Horizon cruise ship during a Caribbean voyage.
Authorities have released few details about the circumstances surrounding her death, but her family is speaking out, remembering the Florida teen as a bright, caring young woman with an infectious personality and a promising future.

A Tragic End to a Dream Vacation
The incident occurred aboard the Carnival Horizon, which had departed from Miami and was sailing a Caribbean itinerary when Anna was discovered deceased on Saturday, November 8. The ship returned to PortMiami that same morning, where FBI agents met the vessel and began investigating the death.
“The death of a guest traveling on the Carnival Horizon voyage that returned to PortMiami on Saturday morning is being investigated,” a spokesperson for Carnival Cruise Line said in a statement. “Our focus is on supporting the family of our guest and cooperating fully with law enforcement.”
The FBI’s Miami Field Office has confirmed it is leading the investigation but has not released further details, citing the ongoing nature of the case. “No further information is available at this time,” FBI spokesperson James Marshall told PEOPLE.
Remembering Anna
Anna Kepner’s family described her as a “happy, bubbly, straight-A student” who was loved by everyone who knew her. She was set to graduate from high school in May and had already completed testing to join the military, with dreams of a career serving her community.
“When she walked into a room, she would light it up,” her family told ABC News. “If you were sad, she’d make you laugh. She would joke around and be the funniest little person in school. She loved being around people and had the kind of energy that drew others in.”
Anna lived in Titusville, Florida, with her parents, Chris and Shauntel Kepner, and her two younger sisters. Her family said she was deeply connected to her community, often volunteering in her grandparents’ retirement neighborhood and helping at local small businesses.
“She wanted to do something that would help her community,” her parents said. “She was generous, outgoing, and full of compassion — the best child you could ever meet.”

A Passion for the Water
Beyond her academics and community work, Anna was known for her adventurous and athletic spirit. She began gymnastics at the age of two and later joined her high school’s varsity cheerleading team. A lifelong lover of the ocean, Anna held both a boater’s license and scuba certification, and her family said the water was where she felt happiest.
“She loved being near the water,” her relatives shared. “She was an athlete, a hard worker, and a friend to everyone she met.”
Her family recalled that she enjoyed makeup, fashion, and spending time with her friends — simple joys that reflected her vibrant personality. “She had such an easy way of talking to people,” they said. “You just wanted to be around her.”
A Life Cut Short
Anna’s sudden death has left her family and community heartbroken. They said they are trying to find comfort in remembering the impact she made during her short life.
“She lived her 18 years to the fullest,” her family said. “She had dreams, goals, and such a bright future ahead. We’ll always remember her for who she was — kind, funny, and full of life.”
The family also noted Anna’s close relationship with her grandmother, who affectionately called her “Anna Banana.” That nickname, they said, now brings both tears and smiles as they reflect on cherished memories together.

Investigation Ongoing
The FBI has jurisdiction over deaths of U.S. citizens on cruise ships, particularly when incidents occur outside of U.S. waters. Investigators boarded the Carnival Horizon when it returned to Miami and have since been working to determine the cause of death.
No foul play has been publicly confirmed, and the agency has not provided a timeline for when additional information might be released.
The Carnival Horizon is one of Carnival’s largest ships, capable of carrying nearly 4,000 guests and more than 1,400 crew members. It primarily sails to the Caribbean from ports in Miami and Galveston, Texas.
As the investigation continues, Anna’s family hopes her story will be remembered for her warmth and spirit, not just the tragedy that ended her life.
“She was our light,” her family said. “Now she’s our angel.”
